Preliminaries

  1. The evolution taken by the Latin American Informatics Conference has shown us that our member institutions have a great potential to develop human talent in the area of Informatics, and at the same time, it indicates that there are inequalities in its development.
  2. One of CLEI’s most valuable resources is its associated human capital. The critical mass of teachers with master’s and doctoral degrees as a whole could be used to promote the development of those regions that need it.
  3. There are members of CLEI that have emerging postgraduate programs in the area of Informatics that need help to promote research and sustainable innovation.
  4. CLEI is an organization that promotes the creation of research networks.

2. Objectives

Strengthen the emerging postgraduate programs in Computer Science at CLEI member institutions.

3. Program

  1. The PPV is a program offered by CLEI to those member institutions that require assistance to strengthen their postgraduate programs.
  2. The program will manage a database of professors with master’s or doctoral degrees who are available to offer their professional services as ad-honorem teachers in emerging postgraduate programs (master’s and doctoral) at member institutions.
  3. The program includes two modalities. In modality 1, CLEI will ask the community for course offers from professors interested in participating in the program. In modality 2, CLEI institutions will ask the program for the courses in which they are interested.
  4. The Commission for the Development of Emerging Postgraduate Programs (CODEP, codep@clei.org) is created, which will manage this issue in coordination with the Steering Committee.

4. Modality 1. Requirements

a. Requirements for applicants

  1. Interested professors must register with CODEP, attach their curriculum vitae and complete their academic profile.
  2. To be eligible to participate in the visiting professors program, they must have a master’s or doctoral degree in the area of Computer Science or related fields, belong to a CLEI member institution and have declared their interest in participating in this program.
  3. Visiting professors must be regular professors who will return to their home countries after they have completed the lecture series or intensive postgraduate course. They are expected to have an attitude of tolerance for working in circumstances with a lack of resources and limited physical facilities.
  4. The visiting professor should consider for the mobility process:
    • international health insurance to cover expenses for medical treatment abroad and.
    • additional insurance to cover repatriation in case of accident or illness, for the period he/she aspires to make the visit.

b. Requirements for the host institution

  1. The host institution must designate a local computer professor who will be the visiting professor’s liaison whose responsibilities are to:
    • prepare students in advance,
    • support if necessary and will be in charge of any follow-up, mentoring and final evaluation.
    • coordinate housing and local transportation arrangements for the visiting professor.
  2. Courses to be taught by visiting professors must have a minimum of 10 students and must be part of the regular postgraduate program of the host university.
  3. The host institution must ensure a safe and productive stay for the visiting professor from the time of arrival until the time of departure.
  4. CLEI member institutions interested in participating in this program should participate in the annual call for applications to be promoted by CLEI.
  5. At the end of the visit, the host university and the visiting professor will write a short final report for CLEI that includes academic information such as the number of students attended, subjects taught, evaluations made, limitations, achievements, among others.

5. Modality 2. Requirements

a. Requirements for the applicant institution

  1. The requesting institution must designate a local computer professor who will be the liaison for the visiting professor whose responsibilities are:
    • prepare students in advance
    • support as necessary and will be responsible for any follow-up, tutoring and final evaluation
    • coordinate housing and local transportation arrangements for the visiting professor.
  2. The requested courses must have a minimum of 10 students and must be part of the regular postgraduate program of the host university.
  3. The requesting institution must ensure a safe and productive stay for the visiting professor from the time of arrival until the time of departure.
  4. CLEI member institutions interested in participating in this program should participate in CLEI’s annual call for applications.
  5. At the end of the visit, the host university and the visiting professor will write a short final report for CLEI that includes academic information such as the number of students attended, subjects taught, evaluations made, limitations, achievements, among others.

6. Funds and agreements with binding agencies

  1. CLEI will allocate an initial fund of US$3,000 for the annual call, which will cover partial or total support of the winning proposals.
  2. CLEI will accept donations from international organizations, private sponsors, voluntary donations, among others.
  3. CLEI will be able to negotiate international agreements with other organizations that have a binding interest in this area, such as SENACYT, CONICYT, among others, that express their interest in financing the mobility of visiting professors to their respective countries.
  4. The items that CLEI can support, up to a maximum amount of US$ 1500 can be:
    1. travel expenses of the visiting professor (economy class airfare, bus or train ticket) or
    2. lodging or some basic expenses that the professor may require during his or her stay at the host university,

7. Functions of the Commission for the Development of Emerging Postgraduate Programs (CODEP)

a. Manage the updating of the database of volunteer faculty to the program.

  1. Coordinate with the webmaster of the CLEI web page, aspects such as the design and access to the program system, such as:
    1. Profile of the aspiring professors,
    2. Information and registration of host universities,
    3. Process and applications,
    4. Profile of host universities, and
    5. List of volunteers.
  2. Manage the annual call for the program which includes planning, creation of schedules, dissemination, budget and propose to the executive committee of the postulations.
  3. The Commission will present a final report to the Executive Committee on the activities carried out each year.

8. About applications

Applications must include the commitments assumed by the host institution, such as lodging, meals and internal mobility. The proposal must specify the preferences of topics, thematic areas, dates, availability of infrastructure, among others.
