Rules for the Election of Country Representatives to the Steering Committee

Under the same basic assumptions of the Executive Committee’s Election Regulations

  • The members of the CLEI are institutions (not persons).
  • Representatives are persons (not institutions).
  • A member has to comply with the requirements (especially being up to date with payment); if it does not comply, it is not considered a member for the following purposes.
  • Each institution has a representative person.
  • All institutions belonging to the same country elect a country representative person.
  • For each representative person (institution or country), there is an alternate.
  • All Country Representatives together, plus the President, Secretary, Treasurer, and Past President, constitute the Steering Committee. However, for the purpose of Executive Committee elections (President, Secretary and Treasurer), only the Country Representatives exercise voting rights.

What is the choice?

The new country representative to the Steering Committee for the next term is elected at the same time as the new Executive Committee is elected for the next term (the new Executive Committee is elected by the outgoing Steering Committee). If the election takes place in year X, the term of office of the incoming Executive Committee is from 1 January of year X+1 to 31 December of year X+2.

When is it chosen?

At the CLEI General Assembly, which takes place in the framework of the CLEI conference, in even-numbered years.

Who can be elected?

Any representative of an active CLEI member institution from that country, who (1) has not held the same position previously for two consecutive terms, or either (principal or alternate) for three consecutive terms, and (2) has a high-level education (Master’s or PhD) in areas related to Informatics.

Who can choose?

Each current representative of an active CLEI member institution of that country from the period that is ending.

What is the process of choosing?

  • The active CLEI member institutions of each country should establish a participatory procedure (by voting, rotation, etc.) for the appointment of the country representative and his/her alternate. This procedure should be communicated to the Steering Committee, with the endorsement of the majority of the member institutions of that country, and should ensure the participation of all representatives of the member institutions. Once the procedure is endorsed by the Steering Committee, it shall apply to all successive elections until such time as the member institutions of that country agree on a new participatory procedure.
  • Must submit to the Nominations Committee a report on the process and outcome of the appointment of the country representative and his/her alternate, signed by the majority of the representatives of the active CLEI member institutions of that country, prior to the General Assembly that takes place during the CLEI conference.
  • The Nominations Committee will verify whether the process complies with the rules of procedure, and may request to repeat the process as many times as necessary until it is fulfilled.
