System cost estimation is a key factor in the success of a product in a competitive marketplace. Several algorithms models have been proposed to estimate costs and other management parameters. However, the probabilistic nature of the parameters and team aspects of the design are often neglected. In this paper, we propose a model for system design effort and cost estimation that incorporates probabilistic parameters and team aspects.
